Hey,
I've never tested kiosk-mode of xfce4 myself but there is one option for this. (I hope I understood you right ). Create the file /etc/xdg/xfce4/kiosk/kioskrc and add the lines

[xfce4-panel]
CustomizePanel=root

This causes, that only root is able to customize the panel. Now you have to create the "standard-panel-configuration" for the users who aren't allowed to change any settings. Login as your user (for example as root) and set up your panel like you want it to be configured for the normal users. Than copy the configurationfiles (~/.config/xfce4/panel/*.rc and ~/.config/xfce4/panel/panels.xml) to /etc/xdg/xfce4/panel/.

Hi

My goal is to create an account fully "secure", not for security but for preventing any human modification. So I removed lot of stuff (XFCE menu, right-click menu on desktop...) and set only basic stuff on a single panel.

It seems that one the "hole" is on context menu/right-click on the panel which allows to add everything back.
Is there a way to disable completely this ?

Thanks
TomG
