I've got some problems with opera and focusing to but not the same.
For me it was opera that keept the focus when "sending it back"
(middle click on title-bar). So even when hovering other windows
the opera window keeps the selection and pops to front again.
(I have sloppy focus on).

By selecting "use standard ICCCM focus hint" and
"prevent focus steeling" (can be found under settings)
it seams to work better.

I've got swedish version so I don't know the exact names in english.

Using XFCE 4.4 RC2 here. It seems like whenever Opera opens a new dialogue window (a download dialogue or whatever), the focus doesn't return to the main Opera window when the dialogue window is dismissed. Am I missing some sort of XFWM configuration (something hidden like raise_with_any_button=false)? Or is this a bug on Opera or XFWM's part?
