Although Xubuntu comes with Xfce - Xfce is a desktop environment.

You would probably be best nipping over to the Ubuntu forums

I did not have the patience to wait for an official answer, so I installed skype. After you load the application, it makes a sound. I got a sound.

I would be curious to find out the official answer.

How can I tell whether the sound card is working?

I just installed xubuntu for the first time. When you load plain, old ubuntu, it gives you a sound. I have not heard anything, and I cannot find anything about the sound card in the menus.
