I solved this myself.
I needed to go into groups and users and allow myself to set up printers.
The promblem was that I was using 1280 x 720 screen resolution.
When I went into the "Change Advanced User Setting" window, I checked
the box to allow myself to set up printers, but the "OK" box at the bottom
was not showing due to the screen resoultion I was using. There was no way to
see anything below the lower portion of the setting box, and I was unable
to move the setting windows up or down. Changed screen resolution to a higher res
and I saw the "ok" box, checked it , now I can set up a new printer.
