Scrollbar Click and Drag

The window scrollbars do not work as I would expect. When clicking and holding the scroll handler i can drag it anywhere to move it where i want it to be - good. But, if i click on anywhere else in the scrollbar (not on the handler) the handler moves to that position. I cannot control it further even if i keep that mouse button pressed. With other words: Click and Drag the scrollbar only works if the click was fired directly on the handler, but i'd expect it to work too if i click and drag anywhere on the scrollbar. Is there any way to fix this behaviour?
