I believe xubuntu comes with the indicator plugin that handles the volume control for the panel ( sudo apt-get install indicator-sound indicator-sound-gtk2 ) then log out and back in again, failing that you could use the xfce mixer applet ( sudo apt-get install xfce4-mixer ) , then add that to the panel via panel items.
