[Technical support] Building xfce distro withSUSE KIWI, change icon?

I'm building xfce linux distro using openSUSE KIWI, I want to change the default gnome icons to what ever icon theme package is install be KIWI.
I look into Xubuntu 19.04, I found

.config/xfce4/xfconf/xfce-perchannel-xml/

but it does not look like default icon config is there.
Also, how about changing the default theme? xfce-perchannel-xml folder don't seem to have it.

I did some more digging, it seems like xfce create its own config at first boot, therefore interfering with the config that I give it. Can I change this default generated config? Thanks.

Maybe try changing the theme in the /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xsettings.xml config file
<property name="IconThemeName" type="string" value="elementary-xfce-dark"/>

I think when a new user is created it inherits that config file.
