If you mean the panel then yes. Right click the xfce4-panel and select 'Add New Items'. Then select the first option of the 'Launcher'.

Then select the application you want on the panel (task bar) by choosing the 'Command' (like: /usr/bin/gimp), then write the name at the top (Gimp), and description. Now pick your icon. When picking the icon you will have a few choices.... you can always choose 'All Icons' if you don't know where the icon is located, or you can pick 'Image Files' if you have a special icon that you want to use from your home folders.

This is the xfce4-panel with Launchers (on the bottom, the top panel is only using xfce4-panel-plugins):

If your running 4.6, you can add a Launcher and open the Properties window and drag icons from Thunar (browse to /usr/share/applications/) right into the Properties Window.  Same for Appfinder, should be able to DnD right to a Properties Window.
