How i can edit the right click menu mouse on XFCE, to edit the launchers or shortcuts.

i didn't find any way to change this right-click-menu, but you could disable it and lock some properties so nobody could use this menu anymore.
The user have to use the other menu. Maybe this helps.

Edit
/etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-desktop.xml

an lock these lines "*" for all, unlocked for "user" and "@xx" for groups (e. g. "unlocked="root";@adm)

<property name="desktop-menu" type="empty" locked="*" unlocked="root">
<property name="show" type="bool" value="false" locked="*" unlocked="root"/>
<property name="show-icons" type="bool" value="false" locked="*" unlocked="root"/>
