Changing Font & Icon Size in the Menus

How does one change the size of the font and icons in the application menu and the desktop-pop-up one?  I tried looking under ~/.config/ but I can't seem to find the correct file.  I looked at every one that starts with "x".  And I don't know the name or syntax of the option.

The 4.8 application menu allows to control the icon size through gtkrc, for the desktop menu I have no idea. Both pickup the font size of the system.
