[Solved] persist window preferences per application

Is there any way to persist preferences such as 'always on top' or 'always on visible workspace' so that they apply to newly created windows of the same type from the same application (as you can in WindowMaker)?  A particular problem for me is Thunderbird/Lightning alarm dialogs that appear behind other windows and get missed.

Not that i'm aware of through Xfce's built-in options, though I believe you could achieve what you want with this:
