Panel Workspace icons location issue

I have 2 computers running xubuntu with xfc3 4.10, one with a mouse logo and one with a group of circles logo (for id).  I do not know the difference, or why they are different.  On the panel with the mouse logo, the workspace blocks are on the left immediately after the permanent program icons.  When I execute a program, they shift to the right to make room for the icon of the new running program.  On the circles logo desktop, the workspace icons are on the far right.  they never move as I execute/close various programs.  How do I make them the same with the workspace blocks on the far right?  There seems to be no variable for this in the 'panel properties' menu.  Xfhelp4 is not on my computer and the xfce help menu selection fails.

I found a similiar issue re: putting the clock in the corner.  It worked by adding a separator and setting it to expand (finding that option was a little iffie).
