I'm Debian Testing AMD64 and I cannot find xfprint4-manager in Synaptic.
Is it possible to download the package and where would I find it?

xfprint4 hasn't been worked on for a number of years now and I believe its been dropped from Xfce. On the Xfce git page, it shows as being archived. What are/were you using xfprint for? As per my understanding, only mousepad needed it, but mousepad has been re-written and no longer requires it.
I use to monitor print jobs
I've installed and use system-config-printer and allows me to define/manage printers and print queues.
