Disturbing white

I want that menu dark, and those "Window Buttons" flat and dark, and I would like the text to be a bit lighter in the panel

Have you tried selecting one of the various "dark" themes?

BtW, the "darkest" experience I ever had in linux was when I was running the Ultimate Edition distro. The developer must be a vampire or something (no, not really, lol, but...). Unfortunately, although some versions come with multiple DE choices preinstalled, Xfce hasn't been one of them for a while (AfaIK - that may have changed recently, IDK). But you can, of course, add Xfce to any distro that has it in its repositories (or even if it doesn't, it's just not exactly "a couple of clicks in Synaptic Package Manager (et cetera) and you're done").

I'm using a theme, but it doesn't affect the panel. Those white window buttons are really ugly, and when I move the mouse over the "Launchers" they get a white ugly button look
I would like them to be dark grey rectangles, not like this.

My theme did nothing to my panel.

edit: BTW I use openSUSE tumbleweed, thinking about to change because I just don't "feel" it. But I would like to fix xfce first

Look at the properties of the Window Buttons plugin. There is an option to make them flat.

Not all themes are created equal. Some are better than others and the authors need to keep them up to date. Have a look at the Albatross or Numix themes (for example). There are others as well. Looks for something that supports GKT3.
