Xubuntu 16.04 titlebar background color

I've had this frankenstein theme in Xubuntu 14.04 and the window title was full black with white bold text. Now I'm on 16.04 and the title looks like this:

I also noticed that OMG-Dark theme that supposed to look like this:

Is this a bug? Or just new features not implemented in old themes?

The title bar background colour and font are provided by the Window Manager (xfwm4) theme component. This is set at Settings Manager > Window Manager > Style. According to your linked theme zip file above, that particular theme doesn't have an xfwm4 component. Its hard to tell what theme that is in the second image, but search through the existing list in the Window Manager themes installed on your system and also at xfce-look.org to find or (or a similar one) and install and use it.

EDIT: It looks like the OMG-Dark xfwm4 theme in that second image of yours. Go to Settings Manager > Window Manager > Style tab and select it (since it looks like its already installed on your system).
