xfce4-panel settings were always lost in Debian 9

In Debian 9, xfce4 4.12.3, the xfce4-panel goodies/plugin's preference was always lost;
How to reproduce:
Right click application menu, select properties, enter 'Button title:': e.g. AAA; then click close  (no matter "show-button-title" is chosen or not);
re-open above dialog, then click close;
Again, re-open above dialog, you will see AAA was gone.

Meanwhile, you can see in '~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml':
AAA firstly appeared:
<property name="button-title" type="string" value="AAA"/>

But after re-open && close && reopen, above line would reset to:
<property name="button-title" type="string" value=""/>

Same bugs were also observed in other xfce4-panel goodies, e.g. clock (the clock format will lost/not save).
This bug persists after creating a new user, or even in the debian 9 live CD (the installer offers a live desktop for installing debian)

The devs don't regularly check here. If you want to file a bug report go to https://bugzilla.xfce.org/
