XFCE is overriding locale during login.

Hello,

I'm running Debian Testing with XFCE desktop. Recently my system started to override my locale settings from a source that I don't know.

Normally, I use a completely English system with Turkish keyboard layout, so my locale is set accordingly. However when I logged on today, my menu and some applications (all XFCE specific) started to show partially in Turkish.

When I run locale as my normal user I get this:

When I run locale as root, I get this:

I've created an ~/.i18n file and checked ~/.dmrc. Exporting correct values in ~/.i18n  file didn't work, and setting language in ~/.dmrc is not enough. I was unable to find any source of the values. Lastly, there is not any application to set the locale in the XFCE, so I'm stuck.

What do I want?
I want to be able to convert my system display language to English completely, while keeping my system's Turkish keyboard layout. Being able to set every aspect of the locale independently will be a bonus.

After a reboot, the problem mysteriously solved itself. I will update this thread if it happens again, and I can obtain more information about it.
