Background image transparency doesn't work with xfce panel 4.13.3

Hello, I need some advice to fix this img bg transparency on xfce panel 4.13 series of gtk3
xfce panel 4.12 series of gtk2 both it's main panel image background transparency
works fine blend together with dockbarx, notification, indicators, pulseaudio, xkb & other plugin.
But on xfce panel 4.13 series none of them work on any gtk2+gtk3 themes

As you see dockbarx, whiskermenu, notification, pulseaudio, xkb & other plugin seems to work.
But main panel only show solid color textures. After alpha scroll function was gone
I can do nothing with it. Opacity helps nothing even reduce it's just making panel fade
doesn't make those panel plugins blend with main panel. If I use solid texture like marble,
wood, rocks it blend together. but glass, ice, aero, oxygen, jewel transparency texture
ain't work did I miss settings in any of these?
gtk-2.0/gtkrc
gtk-2.0/apps/panel.rc
gtk-3.0/gtk.css
or this function is missing after all?

I'll hesitate not to upgrade my xfce panel 4.12.4 to 4.13 series yet because of this
Until I can solve this issue or xfce developers can fix this in new version.

That looks like the greybird theme. Is that correct?

What are the settings that you are using for the panel?

xfconf-query -c xfce4-panel -lv

Do you have anything in ~/.config/gtk-3.0/gtk.css?

Yes sir, I used Greybird for testing panel bg image on xubuntu 18.10
along with dockbarx & xfce notification & other panel plugins
I didn't create gtk.css settings inside /home/user/.config/gtk-3.0/ directory yet
Also /usr/share/themes/Greybird/gtk-3.0 still default nothing else I change in there
If I make a dummy Greybird I'll copy & test on

/home/user/.themes/Greybird-Test instead.
But currently I use the original ones not the dummy clone yet.

Another way to check transparency before test with 4.13 panel by open & check from risttreto.
On 4.12 It would show blend all transparency normally like this:

But 4.13 is currently like this the main transparent bg texture
is solid color didn't work together like the panel plugins parts:

Thank you for witness sample I'll try it out not sure if it work
I was mess around with color picker 75% but it still dark i'll make new transparency bg & tried again
I was click the brush tool 3-5 times to make these shiny plastic color ruler like panel
if I work I'll rebuild new light transparency color to worked with gtk3 panel.
