pause/continue processes

Hello,
I'm trying to make a shortcut to pause and resume windows, but I don't know what to input as a command line. Technically, it should be something like xkill, that emulates kill for the selected window. But xkill doesn't seem to be able to reproduce kill -S SIGTSTP/SIGCONT so I'm kind of lost. Is it possible to do?
