Fedora 15 here with KDE 4.6.3 and Compiz/Emerald. I have the same problem. I also use the ATI propietary drivers (Asus Radeon HD 6450). The problem only appears when the cursor hovers directly over the Desktop. If there is a Windows or Config-Panel in between, then it doesn't get sticky.

If I move my mouse about 10 seconds over the spot, compiz/emerald crashes w. 100% CPU on a 2500K 4x3,3GHz SandyBridge. Wow ATI has finally outdone itself .. . I made a dump from the call stack. Any1 interested?

There's a thread on the Arch Linux forum where everyone with this bug has the Catalyst drivers, indeed. I'm running xf86-video-intel, so no problem here .
