For the top panel 36px, for the bottom one 24. but right now I have changed the top panel icons, if I am not wrong when I was usig those the panel size was 29px.

Yes, it is pidgin, what I did was symlinking the ones for empathy, the names needed for the pidgin icons are:
pidgin-tray-available
pidgin-tray-busy
pidgin-tray-away
pidgin-tray-idle
pidgin-tray-invisible
pidgin-tray-offline
pidgin-tray-pending
You have to do it under Faenza/apps/24 and if you need it on 16 or any other. But this can be done for any icon theme
