if i want to target the default config for new users on any xfce LInux, what is the default config dir for xfce?

i see 3 potential default config dirs in my puppy linux:

/etc/xdg/xfce4/panel/
/usr/lib/xfce4/panel/
/usr/share/xfce4/panel/

which one does xfce use?

Can i assume the xfce Battery Monitor applet puts a config file into the default config dir? if it doesn't, then i don't need to worry about this-- that would mean the Battery Monitor is intended to be installed on a per-user basis.
