Two problems

I have two problems:

1. My panel doesn't appear
2. I can't re-size, or move, application windows.

Any help appreciated

do you have xfwm4 running?
if not, try to start it with xfwm4
if you are not able to start any term than try this in console
DISPALY=:0 xfwm4 &

to 1.
$ xfce4-panel

It appears that xfce4-panel and xfwm4 don't start automatically.How can I change that?

just start them and save the session on logout
