size independent panel themes

I was recently setting up my panel theme and I noticed that a lot of the themes I tried got out of whack when I resized the panel.  Is it possible to write a theme that will look good no matter what size you choose, or at least on a few different "standard" sizes?

Not sure what 'out of whack' means. Can you explain exactly what happens when you resize?

Yeah, sorry I wasn't very specific.  What seems to be happening is that the theme (which seems to be made for a 35 px panel) starts to repeat itself when I stretch the panel.  This looks especially weird with 'curved' themes.  So what I was wondering is if there is a way this can be fixed so that the theme adjusts for the new panel size rather than just repeating.  Or if its not possible to fix an existing theme, could I write my own theme that does this?  Thanks.
