[Solved] border panels on top
In 4.6 I was able to have panels on the border of the screen on top of windows windows, like here.
With 4.8, I can't get the border panels to overlap a window, like shown below. Is there anyway to make it like it was before?

It will be configurable from within the properties dialog in the 4.10 release, since a lot of people requested it.
