Unable to apply themes.

Good evening,

This question might have been asked before. I have looked around for possible answers, but I am a bit lost with all the different things I've read. GTK2, GTK3, WM theme, etc.

Basically, I'm unable to apply some themes which should (And I think did on previous versions of XFCE) work. Some of them just put a "Windows 98ish" look to my controls, and I can tell it's not what the theme should look like.

If I choose Numix (Builtin), it looks good.
If I choose Raleigh (Builtin), it looks Windows 98ish.
If I choose Numix-Solarized (Downloaded), it looks Windows 98ish.
If I choose Vertex, Vertex-Light (Downloaded), Vertex-Dark, they are all the same Windows 98ish.

What am I doing wrong, do I need something else to be enabled to fully see my themes?

Oh my... I just understood what was wrong. I don't know whether I should fill a bug report or not... And where?

If my themes are installed in `/usr/local/share/themes`, they show up in the configuration tool, but are not applied correctly. Same goes for `~/.local/themes`. The only way for them to work properly is if they are installed in `/usr/share/themes`.

Is that expected behavior?
