Where is the mysterious SCREENER screen saver?

Is there a 64bit version?
Where is it available to download?

(graphic version is built-in to the distribution)

I don't know what it is, but the "energy star" label(logo) makes me think more of Windows than of linux...(and it's an old logo, usually with this label were programs supplied by computer manufacturers)
Where does this image come from?
