Weird Behavior on Login Screen

After first booting up my machine, on the login screen my monitor runs at 60hz instead of 144hz, the mouse acceleration is higher than usual, and it takes about 5 seconds for my keyboard and mouse to start working. It also looks like the resolution might be something other than 1920x1080.

Once I enter my password and log in, the screen goes black for 2 seconds and then everything is normal.
