How do you create the XFCE menu from scratch?

This is XFCE freshly installed from the repository. I'm not sure what the menu file is or how to build it.

Basically, it allows you to create and use a custom menu file.

Xfce follows freedesktop  specifications. Specifically related to menus are the following two (useful to read through them):

Here is an Xfce wiki entry on customizing menus that gives an overview. And here is a StackExchange post that gives some good instructional information.

I use a program called MenuLibre to edit my menu. I might be in your distro's repo.

Personally, I remove the menu from the panel, turn off the desktop and edit the right click menu which gives me an Openbox-esque workflow thus:
