Screen Saver Misbehaving

I'm running PCLinuxOS.  They are a rolling distro, therefor I think we are always running the latest XFCE.  The XFCE4-screensaver stopped working.  When I looked at the settings, it appeared that it should work and yet it wasn't working anymore.  Finally decided to uninstall it and replace it with xscreensaver.  I decided that I wanted the monitor to be on all the time.  I disabled the xscreensaver, and yet the OS turns the screen blank.  It isn't powering down.  It is just turning the screen blank.  I checked the power settings, I have it set to "Blank After" never.

I want to stop the screen from going blank.  When I re activate xscreensaver, I want it to work too.  Is there some other setting I don't know about?

I tried the code as a normal user.  Then I tried it under root.  Each time I did a full reboot.  This IS NOT what is wrong because it doesn't resolve the issue.
