why does ... update so often?

why does file ~/.config/xfce4/panel/xfce4-orageclock-plugin-10.rc update so often?  it causes tests of my rsync backups to repeat transfers.  it appears to update its time every 10 minutes.  i have 18 to 22 users doing this at various times, so a repeat backup of /home is going to see many, if not all, users updated.  the content does not change.  it would be better if it were to limit updates until the content actually does change.  then it can update the file and should do so ASAP in case the system reboots 53.4 milliseconds later.  i just want my backup to tell me the increment is empty and i can see a gap in real changes.

edit:

one thing i do find interesting is that its timing is accurate and does not appear to drift or accumulate any errors.
