Panel launcher: Click+hold, drag mouse away, release, shouldn't launch

Since XFCE migrated to GTK3, panel launchers have been bugged.

If you click and hold on a launcher that has only one item in its list (ie, does not have a pull down menu), then move the mouse outside of the panel and release the button, the app is still launched. This is different from the old behaviour.

Probably best to create a bug report indicating that this is a regression.
