Do you know if xfwm4 theme settings can be defined in themerc file alone? Both xfwm4's xfconf channel and themerc share identical keys and loadSettings() in xfwm4 kind of suggests that they really are interchangeable.
The settings from the themerc file that are also configurable via the Window Manager and Window Manager Tweaks applets can be adjusted via xfconf. However, those that do not have options in those two applets (e.g. show_app_icon) are not changeable via xfconf - it looks like the setting is just copied over from the theme whenever the theme is selected/enabled.
