Xfce starts PulseAudio in Ubuntu

i do not remember ever configuring anything to automatically start PulseAudio under each user.  i looked in ~/.config/autostart and  ~/.config/pulse and find nothing that says to start it.  i want to change things to have it not be started anywhere so i can run something else or maybe not run anything at all for audio.

i do not know if Xfce is doing this or if something else (like maybe LightDM or Xorg) is doing this.

my goal is to be able to play music or the audio part of videos under any user (or maybe a few select users) under firefox and continue to hear it when i do "dm-tool switch-to-user $destuser".  if Xfce is starting PulseAudio, could someone tell me where i can disable this?  i have run PulseAudio in system mode before, but under Xubuntu 20.04 it runs in per-user mode even when configured for system mode.

Perhaps its being started via systemd?

systemctl --user status pulseaudio
