logout/suspend issue in xfce4/xubuntu with vnc

Forgive me if this is the wrong forum but I don't know where else to turn. 

I'm running an Ubuntu 18.04 server and use vnc for remote access. I'm also running xubuntu instead of vanilla xfce4.

The problem is that when I logout, the desktop manager seems to exit leaving the wallpaper intact with no ability to do anything. If I quit my vnc client and reconnect the client I'm back at the same useless wallpaper.  I have to kill and restart the vncserver, then reconnect the vnc client.

When I suspend, the session just hangs, showing the stop-watch icon.  Again, killing and restarting the vncserver brings the session back to normal.

Note that, after restarting the vncserver and logging in, a popup is waiting for me saying that xfsettingsd has stopped unexpectedly.

I know very little about this windowing environment. Is there something I can do to fix this?
