cascading start/applications menu?

I liked windows 3 best (and hope to setup XFCE like it) but windows 95/98/ME introduced cascading menus to the start menu.  This meant instead of having to scroll down, another menu column would pop out beside the first, and another, until it got to the end of your screen, and only then might you have to start scrolling.  Would XFCE consider making this an option?  I haven't seen many screenshots but might be able to find one.

The panel plugin "Applications Menu" may be able to do this for you.

That plugin looks like it's to make nesting menus, which I'm not talking about, rather than the continuation of each first-level menu into new columns rather than scrolling down.

Win3 had no Start menu. You went through File Manager to launch an application. Was there maybe a third party add-on that made a Start menu? I kind of remember Norton Desktop having some of this kind of functionality but it's been nearly 30 years.

I have an XP system with Classic Start Menu and, as you say, the Start menu items cascade out horizontally, like Programs -> Accessories -> System Tools.

I have Wine installed, and it cascades out Wine -> Programs ... on the Applications menu, but no other Linux applications do it. It looks like it is possible but nobody takes advantage of it for Linux applications?

I didn't say that (though it works like you say) and specifically described I am not talking about multiple submenus but single levels of any menu when they would otherwise scroll off the screen.  Below is the only screenshot I saw of this in which a first submenu continues to another column though you can't see it under submenus.  I had a friend with hundreds of programs in a Windows 95/98/ME submenu that cascaded across his entire screen.
