Xfce on OpenBSD install problem

I have OpenBSD on my box and wont to install xfce. I successfully
download xfce-4.8.tar.bz2 and extract to xfce-4.8.tar on my hdd. I don't have ftp conection.
In xfce-4.8.tar have the xfce pakage. What i suggest to do next? How to install all
pakage in tar file at once and configure X server to start xfce with startx command?

http://www.xfce.org/download/building and eventually start with startxfce4 or install a display manager. Note that you also need garcon, which is not in the xfce fat tarball which you can find here: http://archive.xfce.org/src/libs/garcon/0.1/.
