Panel reservation not following panel when moved in multihead.

Wondering if this is a known bug.  This is with the stock version included with Ubuntu Saucy.

I am running multiheaded, one is a television and one a coffee-table display (for apps etc) but when the initital install happened the panels came up on the television and not the work display, so I moved them.  The problem is that the reserved space for the panels did not move with the panels, applications that create new windows always come up with the title-bar behind the panel now, and on the television there is a panel-shaped area of unusable space.

This seems like a bug.
