What does mean 3rd row in keyboard settings?

Can't find any info about compose key "3rd row " settings. There is nothing about it on http://docs.xfce.org/xfce/xfce4-settings/keyboard What does 3rd row CTRL or 3rd level Caps Lock does mean?

And what is the "MORE THAN/LESS THAN" key?
