I don't have a problem with video thumbnails showing up, but I am seeing differences between installs. In one install, the film overlay on the sides is present in thumbnails, while in another, it isn't. The distro is the same in both, Debian stretch, but one has been upgraded since Debian 7. How can I enable or disable these options? In both installs there is /usr/share/thumbnailers/ffmpegthumbnailer.thumbnailer, and it looks the same.

The film overlay is provided by the ffmpeg thumbnailer. However, the gst-thumbnailer has priority and I don't believe it creates the filmstrip overlay. More information here.
Look for the presence of the tumbler.rc file on both installs and check the priorities.

Thank you. That was the problem. In addition to disabling gst-thumbnailer, in debian, it's necessary to install 'tumbler-plugins-extra' to enable ffmpegthumbnailer.
