Do you have keyboard shortcut conflicts

High!

I have two systems: Linux Mint 17.3 XFCE and Fedora 23 XFCE. Only on Fedora I expirience strange behavior: keyboard shortcuts conflicts, for example If I set shortcut for changing kb layout "Ctrl+Shift" then "Ctrl+Shift+v" and "Ctrl+Shift+c" in terminal won't work anymore. Well all "Ctrl+Shift+..."   won't work. On linux mint everything is fine. Where could the problem be? Have you experienced the same?

Installing external kb manager "xneur" solves the problem, but it's bad workaround

Did you try asking this on the Fedora forum? I have trouble seeing this as an Xfce problem.
