[Linux Mint XFCE] Title bar won't change with the theme

I've tried a couple of themes but the title bar always seems to stay the same (defualt linux mint titlebar)

there is an extra theme selection for xfwm4 themes

xfwm4-settings

A monotone icon theme for Xfce
A dark theme for Xfce
