Installed Xubuntu 14.04.4 in a seniors' common lounge for public use, but someone is occasionally breaking the Xfce panel deliberately, like deleting the start menu and panel items. There is only user access, (except for the manager and me), so I am not worried about access to the system. The menu is Menulibre and is also configured to look like Windows, so they don't problem getting used to it.
Is there a way I could lock the panel and the objects to prevent anyone to play with them?

MDM, thanks for the link and apologize for the delay to reply. Will try it on my setup as a user, and see how it is implemented. The kiosk_mode doesn't seem to have a specific reference to the panel.
