Hello again,
When I click on the button from notification bubble, it open more than a windows.
For example, if I click the "Open" button from Transmission notification, it will open Transmission, QuiteRSS & Enpass.
Any idea why this is happening?

It should run the default action associated with that file extension.
Can you confirm a few things:
1. What version of Xfce and xfce4-notifyd are you running:
xfce4-about -V
xfce4-notifyd -V
2. Is xfce4-notifyd running (as opposed to another notification daemon)?
pgrep -a notifyd
3. What is the file extension of the file you downloaded through transmission? What happens if you try to use "exo-open" against the file that you downloaded:
exo-open <file.ext>

1. I'm using Xfce 4.12, but the next command in not found
$ xfce4-about -V

2. the command "pgrep -a notifyd", return nothing
$ pgrep -a notifyd
$
3. I thing that is not a problem of file extensoin, because same thing is happening when I receive a message on Whatsie (WhatsApp client) and I click "View" button from notification bubble. Every time I click on button, multiple windows are open.

Sorry, that should have been:
xfce4-notifyd-config -V
But either way, you don't seem to be using xfce4-notifyd as your notification daemon. You must be using another one.
pgrep -a notif
...may help you to identify it. There are many potential options.

It is.
If I run xfce4-notifyd-config, press "Preview" and than click on "Button" from notification bubble, it open Enpass Password Manager window.
If I press "Open folder" button from notification bubble after I download something, it open the folder and also Enpass Password Manager window.
So, I thing that is something wrong with Enpass Password Manager.
