I'd like to ask this directly from Xfce4 developer that is these 2 package the same tools
The descriptions is really confuse some user. There's some user think they're the same.
But I think it's extremely different so I'd like to confirm from Xfce4 forum.
Dear Sean Davis
If you've reading this I'd like you to confirm us.
Is this Xubuntu's unique feature or Xfce4 4.12 new feature?

Different applications (from separate developers) which do different things:
Xfswitch-plugin is a user switching plugin for the Xfce4 Panel. It allows you to leave the current session opened and open a new session with another user.

Xubuntu 15.10 “Wily Werewolf” introduces a new application for managing panel layouts in Xfce, Xfce Panel Switch. This is a simple utility application that fills a void for appearance tweakers and distributors alike.

Debian community didn't aware about this xfpanel-switch Xfce 4.12 new feature at all.
Include Debian repo maintainers. I need to tell them & make them understand whole.
