As an initial suggestion, try clearing your sessions cache while not logged in. To do so, delete the ~/.cache/sessions folder.
If that doesn't work, how are you starting Xfce?

I'm having the same problem in a user account (not root account) of my system. while not logged in means that i have to log in as a root and then try to delete the ~/.cache/sessions folder?

It is not necessary. You can log in as your user account and delete that folder.
Also have a look at your ~/.xsession-errors file (if your distro uses it). It might help show what is causing xfce4-panel to fail.
