I sometimes like to run fullscreen programs (eg VLC) in one monitor while using another on the other monitor.
Unfortunately, as soon as the fullscreen program loses focus, the panel under the fullscreen program becomes visible again.
I know I can use auto-hide, but I still want the panel to always be visible when no fullscreen program is covering it.
Is there some way that I can configure my panel to achieve this?

Is that what the "intelligent hiding" option does? I don't know - I have most often used auto-hide, or very rarely always-visible panels. I have never even tried the third option.
Aside from that possibility, what happens if you set the VLC window to "Always on Top" by right-clicking on its title-bar (before you enter fullscreen mode, obviously), pressing Alt-Spacebar, or right-clicking on its representation on one of your panels (if you have added the Window Buttons panel applet there) and then selecting that option?

OS: Mint 18 XFCE 64-bit.
Kernel: Linux 4.7.0-040700-generic (x86_64)
Always on top fixes it though, thanks - also works for other programs (steam games, other video players).
(Of course it would be nicer if I didn't have to toggle always-on-top, but that's a very minor inconvenience).

Interesting. AFAIK, the only customization Clem has done (to Xfce) for Mint 18 was to apply one of the patches to Thunar to keep it from crashing (and I cannot even swear to that). Is this a regression, perhaps?

Unfortunately that workaround (always on top) doesn't work properly.
As soon as the hidden panel becomes visible again by using alt-tab, always-on-top is permanently disabled (reselecting always-on-top does nothing).
Interesting. AFAIK, the only customization Clem has done (to Xfce) for Mint 18 was to apply one of the patches to Thunar to keep it from crashing (and I cannot even swear to that). Is this a regression, perhaps?
My guess would be that if it's a regression it's in XFCE rather than mint.
Does it work differently / correctly for you on the current xfwm?

Hello.
I do apologize for "necroing" the old topic, but I feel like since the issue is still relevant, there is no need to create a new thread.
Re-creating the issue:
Dual-monitor setup.
Open mousepad or any app on the secondary monitor.
Open fullscreen application on the primary monitor which has the xfce4-panel. (Any fullscreen game or even a simple YouTube video in fullscreen mode)
Click on the application on the secondary monitor. (or Alt+Tab to it)
Expected results:
Fullscreen application (game/YouTube video in fullscreen) will remain in fullscreen and the xfce4-panel will stay below the fullscreen application.
Current results:
xfce4-panel becomes visible on top of the fullscreen application/video in fullscreen.
Every more-known window manager (kwin, mutter, marco) handles the full-screen properly and keeps the panel behind the fullscreen application except the xfwm.
Is there a workaround to it at the time being? (hiding the panel and forcing the window manually to be on top are not proper workarounds - most of the games for an example don't support setting them always on top)
And can we expect this to be fixed for xfwm?

I do hope that xfce is still being developed. It's a shame to see no new features added for years (yes, I do remember 4.12 and it is still awesome ) and now Mate beginning to get upper hand.
