Noncommercial documentation license

XFCE does not license commercial use of its documentation. Is this deliberate intent, or does it merely represent an arbitrary choice among available licenses?

I ask because I use XFCE4 on Debian jessie. I like XFCE4, but find its lack of offline documentation inconvenient. Since XFCE has pretty good docs, I assume that the license is why Debian's XFCE4 lacks the docs.

If the foregoing is XFCE's intent, so be it. However, if the foregoing is more or less an accident, then who can be asked to consider updating license terms?
