Xfce 4.12 Raleigh style appearance has a strange issue compared to 4.10 xfce. It doesn't matter what disto either but some are worse then others. I will try to explain it. When using Raleigh 4.12. you can't see the bars like the volume or progress of Synaptic package manager. It also hides the border bars around the cancel & authenticate buttons. I don't know if this is a bug or not.

I suspect the applications you have a problem with are GTK3. As Raleigh is only GTK2 it can't theme those apps. Using a newer theme is the only solution unless the old themes are updated.

It still shouldn't happen. I wish I could explain it better. For example when your open up synaptic package manager, where you put the password in, it normally has a white background but with 4.12 its is all gray. The border around the cancel and authenticate button is also all grey. This applies to most xfce distros (well a couple derivatives have fix it a little but still has other issues) Its not just synaptic package manager its other programs as well. No issue with 4.10

I don't use a distro that has Synaptic, which isn't part of Xfce, so can't comment on that but I would guess it has been updated to GTK3 in the latest version.
