Keyboard layout settings

xfce4-xkb-plugin is broken and I don't want to see it on my panel, but I need it functionality. I'm talking about "layout per application". Someone decided to move (as I realized) plugin functionality to "core" settings. So the question is why someone decide to move it partly? Why this option is still not in keyboard settings? Or, if there should be extra process for handling windows switching why it is not there, in the core?
